President Korns called the
meeting to order.
President’s Report
President Korns reported
the winter newsletter was sent out.
He also noted a correction
to last month’s newsletter. The $24.75 was for printing the School
Manual brochure. It was not for copying the newsletter.
Thurman received a telephone
call from Dan Halverson, Somerset Township Supervisor. After reading
the winter newsletter, he felt there was a possibility the Township can
provide some financial assistance to WCWA to help with monitoring costs.
Thurman dropped off additional
newsletters at the Somerset Township office.
Dan Halverson wondered if
WCWA could look into an artesian discharge at Wild Cat Corner. It
is believed this discharge is alkaline and the metals are settling out
upon being oxidized. WCWA will look into some more.
PA DEP will hold a public
meeting at Somerset Rural Electric Co-op on February 7th at 6:30 pm.
The meeting will deal with total maximum daily load in Wells Creek.

The amount in the checking
account as of January 11, 2007 is $1,630.80. Ron made motion to accept

Thurman’s expenses for the
last month were $35.85. John made motion to accept and pay Thurman’s
expenses. Dave seconded the motion and the motion passed.
Report on Treatment
Systems
Thurman has not heard from
Bob Hedin, Hedin Environmental regarding evaluation of the existing treatment
systems.
John collected quarterly
monitoring samples from Adams #6, Adams #7, and Onstead in December.
John and Dan Petrocelli flushed
#6 and #7 in December.
John sampled at the Beeghly
and Ritter site in December.
Ron visited the Onstead system
on January 11, 2007. Flow was 90 gpm.
Thurman reported hearing
from Malcolm Crittendon. If group wants to apply for Growing Greener
Grant in 2007, they must attend grant application conference being held
at Donahoe Center in Greensburg on January 22, 2007. A short discussion
took place and we do not feel WCWA will be applying for a grant in 2007.
Old Business
Ticket sales for the chicken
grilling fundraiser for Super Bowl Sunday February 4, 2007 are going fairly
well. Ron will purchase additional unclaimed chicken for walk-up
sales. He will likely get 30 to 40 halves.
Cost of printing the tickets
was donated by Bob Bastian.
John will get the chicken
pouches from Dan Petrocelli.
January will be the last
day to order chicken by ticket.
Thurman will contact the
Daily American regarding advertisement and also to make correction for
incorrect information in the January 11, 2007 newspaper.
We will be cleaning chicken
on February 3, 2007. Ron will contact us about the time and place.

President Korns called the
meeting to order.
President’s Report
President Korns met with
Somerset Township Supervisors (Halverson, Tipton, and Marteeny).
They had read the winter newsletter and wanted to see if they could help
our organization. Thurman reported talking to them about some of
our activities and financial situation. The Supervisors have decided
to donate $1,000.00 to WCWA and treasurer Blough has already received the
check.
Thurman also reported Dominion
has awarded the WCWA with a grant of $1,000.00 for 2007.
Member John Fritz has obtained
six new memberships totally $50.00.
Representatives of Somerset
County Conservation District have told Thurman that during a recent meeting
with the Somerset County Commissioners they reported having some money
available for watershed organizations.
John reported on the Total
Maximum Daily Load (TMDL) for Wells Creek meeting recently held at the
REC Building. He was the only person present. Essentially,
PA DEP is placing a 2 mg/L limit on phosphorus at the Somerset Wastewater
Treatment plant. They would also like to see best management practices
established on non-point discharges within the watershed.
Thurman has not heard from
Bob Hedin regarding inspecting our treatment systems.

Treasurer’s Report
The amount in the checking
account as of February 8, 2007 is $1,634.35. Bob made motion to accept
the treasurer’s report and Ron seconded the motion. Motion passed.
Thurman’s expenses for the
last month were $109.12. A total of $90.45 was spent on the newspaper
advertisement for the grilled chicken fundraiser. Bob made motion
to accept and pay Thurman’s expenses. Dave seconded the motion and
the motion passed.
Report on Treatment Systems
John sampled at the Beeghly
and Ritter sited in January. There was small amount of water coming
through the emergency spillway at Adams #7.
Ron visited the Onstead system
on February 8, 2007. Flow was 180 gpm.
Old Business
Ron received a letter from
Central City Heritage Days committee. This festival will be held
on August 11 and 12. We will have to commit $100 for a booth with
electricity by May 15 or pay $200 afterwards. Festival operates from
9:00 am to 10:00 pm on Saturday and 9:00 am to 8:00 pm on Sunday.
Ron will need 12 to 15 people each day to operate the booth. In addition,
volunteers will be needed to prepare the meats prior to the festival.
This fund raiser will be discussed some more at the next meeting.
A discussion was held regarding
a donation to the Stoystown Lions Club for the use of their grill.
The discussed amounts of the donation ranged from $100 to $200. We
will decide the amount at the next meeting when the final tally on the
grilled chicken fundraiser is known.
Ron also discussed volunteering
time to the Lions Club during their tractor festival.

Thurman is looking for ideas
and articles for Spring newsletter. He would like to get one out
sometime during April or May.
Thurman will give a Power
Point presentation to the Stoystown Lions Club on April 12, 2007.
Dave Kemp will help Thurman to set up the computer files. John will
attend the meeting with Thurman.
Thurman has not heard from
Bob Hedin regarding inspecting our treatment systems.
Thurman asked if anyone interested
in going to the Dominion grant luncheon on April 13th. Dave Woy and
Bob Bastian said they are planning attend.

last month were $164.42. These were mainly office supplies and mileage.

Report on Treatment Systems
Bob would like to go along
to sample projects and see the flushing of the treatment systems.
John sampled at the Beeghly
and Ritter sites in February. He also reported on water bypassing
both the Adams #6 and #7 treatment systems.
Ron visited the Onstead system
on March 8, 2007 and reported the flow was 200 gpm.
Old Business
The Super Chicken on Super
Bowl Sunday fundraiser netted around $1,370.00. The WCWA BOD is happy
with results and want to do it again next year. Thurman wants to
make posters to market next years event.
Bob Bastian made motion to
donate $150.00 to Stoystown Lions Club during presentation on April 12th.
Dave seconded the motion and it passed. The donation is for help
provided by Barry and Lynn Baer and Dave Pugh along with the use of the
chicken grill.
A brief discussion on the
Central City Heritage Days Festival. There is some concern regarding
having enough help during the festival and competing against a local church
making a similar product. Bob made motion to table the idea of setting
up booth at Central City Heritage Days for another year. Dave seconded
the motion. The motion passed.
Thurman is not sure if he
will apply for the Baltimore Life grant this year.
New Business
Thurman is not sure how many
shows/festivals he will attend with the exhibit in the coming year.
He feels most of the time it is a waste of time and fuel.
He will go to the water festival
for school kids with SCRIP and maybe WCWA during the week of March 12th.
He is also attending a show in Westmont on St. Patrick’s Day.
Thurman met with Katie McGinty,
PA DEP Secretary, regarding Lambert’s Run and a PBS’s discharge with high
levels of manganese. The site is located in the area of the proposed
Flight 93 memorial.

meeting to order.
President’s Report
Thurman reported the newsletter
would be completed in May. He felt too much was happening in April
and wanted to hold off the release of the newsletter until he could report
on the April activities.
Thurman said the Stoystown
Lions Club presentation went well. John and Dave Kemp also attended
the meeting. Thurman will make some improvements for his next presentation
for the Beulah Methodist Church Women’s Group. The Stoystown Lions
voted to donate WCWA $50.00.
Thurman has not heard from
Bob Hedin regarding his evaluation and final report on the WCWA’s treatment
systems. Thurman, John, and Bob Deason from Earthtech, Inc. met with
Mr. Hedin in March. We will wait on final report to take any decisive
action.
Thurman reported that the
Stonycreek River does not have great water quality at this time of year.
A pH reading of 5.5 was taken at the Blough bridge.
Thurman attended the watershed
conference at Hoss’s. Somerset Conservation District sponsored this
event.
Thurman attended the Regional
Water Management Task Force meeting at the Quality Inn in Somerset.
Thurman attended the Dominion
luncheon. He had a good conversation with Peggy Outon and enjoyed
the experience this year.

account on March 31, 2007 was $5,033.49. Ron made motion to accept
the treasurer’s report and John seconded the motion. Motion passed.
Thurman’s expenses for the
last month were $161.26. These were mainly office supplies and mileage.
Dennis made motion to accept and pay Thurman’s expenses. Ron seconded
the motion and the motion passed.
Thurman also gave talk on
importance of each Board member keeping records of donated time for grant
providers our in-kind services.
Report on Treatment Systems
John flushed Adams #6 and
#7 at the end of March. John and Ron collected samples at the three
treatment systems.
Ron reported the flow in
the treatment system at Onstead on April 19, 2007 was 290 gpm with the
bypass also flowing. He found cattails were blocking some of the
flow through the system. He removed the debris.
Ron will flush in May.
John sampled at the Beeghly
and Ritter sites in March. He also reported on water bypassing both
the Adams #6 and #7 treatment systems.
Old Business
Dennis talked to Don Anderson,
Salisbury Elk Lick Hunting Club regarding the cost for fish. The
cost is $1.20 per fish. WCWA will make a $780.00 donation to the
Hunting Club for 650 fish. The fish will be stocked on May 19.
Meet at Mostollers Store at 2:30 pm.
Thurman sent letter to Darlene
Brown, the WCWA web site web master, inquiring about the costs associated
with maintaining the web site. She said it costs about $400 per year
for all the groups she services. Roger made motion to donate $100.00
to Darlene Brown for web site management. John seconded the motion
and the Board passed it.

President Korns called the
meeting to order.
President’s Report
Thurman reported the newsletter
is complete and he will take it to be printed at the Somerset Conservation
Distirct office. The Board discussed the mailing of the newsletter
along with how to include membership cards. The 17 inch by 11 inch
paper will be folded and taped to include the card.
Thurman has not heard from
Bob Hedin regarding his evaluation and final report on the WCWA’s treatment
systems.
Thurman reported the hourly
charge for donated time is $18.77 per hour and the travel reimbursement
is 48.5 cents per mile.
Thurman and John attended
a meeting regarding Growing Greener II on a county level. The County
Commissioners have funding available for local projects. John will
look into background sampling costs on the main stem of Wells Creek as
a potential project.
Thurman was contacted by
Greg Elliott from EADs Engineers concerning a wetland identified during
studies conducted for extending the runway 306 feet at the County Airport.
The total wetland acreage for the project is approximately one acre with
only 0.1 acre to be affected and mitigated. This was just a notification
and no action is necessary by the WCWA.
Thurman is doing another
slide presentation for the Beulah United Methodist Church Women on June
4th at 7:00 pm. Ron and Dave Kemp from the Conservation District
will attend.
The Council for Reclamation
of Disturbed Lands in Pennsylvania Council Meeting will be held at PA DEP’s
Cambria Office on June 11, 2007 starting at 9:30 am. The main subject
matter for the Council Meeting is forest reclamation approach of disturbed
lands.
WPCAMR quarterly meeting
will be held on May 17th at Ebensburg. Thurman is thinking about
attending this meeting.
Thurman, on behalf of WCWA,
has received another plaque from Dominion.
Thurman has been selected
as an at-large voting member of the Southern Alleghenies Resource Conservation
and Development Council. He will need to attend quarterly meetings.
Thurman requested WCWA pay for his mileage to attend these meetings.
Dennis made motion to pay Thurman’s mileage to attend the SARC&D meetings.
Dave seconded the motion. The vote was 7 to 1 for the motion.

pointer, and mileage. Buster made motion to accept and pay Thurman’s

Report on Treatment Systems
Ron reported the flow in
the treatment system at Onstead on May 10, 2007 was 125 gpm with the bypass
flowing a little. He said the settling pond was deep aqua blue.
Ron and Dennis will flush treatment system next week.
John sampled at the Beeghly
and Ritter sites in April. He also reported on water bypassing both
the Adams #6 and #7 treatment systems. There was about 7 inches on
the 24 inch by-pass at Adams #6. Water was also observed coming over
the emergency spillway at Adams #7.
John discussed the need for
composted materials such as manure, leaves, grass clippings, sawdust, and
such at the Onstead site. The compost will be used to cover over
exposed limestone at the inlet to the SAP. This project is to be
completed in September on Annual Meeting Day. Thurman said we should
also install additional piping on end inlet pipe.

Ron will check on Central
City Heritage Days. He plans to attend to investigate food booths
and crowd levels.

Thurman reported the newsletter

He did a power point presentation
for the Beulah Methodist Church women. He will be doing another presentation
for the Friedens Lutheran Church on July 29th.
Bob Hedin will be providing
report on the treatment system evaluation soon.

Report on Treatment Systems
Ron and Dennis flushed on
May 27th. He sampled the treatment system on June 8th. The
flow during sampling was 75 gpm.
John sampled at the Beeghly
and Ritter sites in May. He also reported on water bypassing at both
the Adams #6 and #7 treatment systems. There was less than two inches
flowing in the 24 inch by-pass at Adams #6. Water was also observed
coming over the emergency spillway at Adams #7.
John will flush at Adams
#6 and #7 at the end of June. He will also sample at the these treatment
systems before the end of the month.
Old Business
John led a discussion on
the Somerset County Growing Greener II pre-application. He discussed
the idea of applying for funds to monitor the main stem of Wells Creek.
The application is due on July 2, 2007.
Jeff reported that the stocking
of trout went well. A total of 650 trout were stocked. Brook,
brown, and rainbow trout were stocked.
A discussion was held on
possible fund raisers.
New Business
Thurman will take the display
to the Friedens 4th of July Parade.
Next Meeting: July
19, 2007, 6:00 pm at the Pat McClemons property at the bottom of Pompey
Hill. We will cook burgers/dogs and corn (if available). Thurman
will be walking to the meeting, but would like a ride up the hill after
the meeting.

Meeting and picnic was held
at Pat McClemens property along Stonycreek River at the bottom of Pompey
Hill. The president thanked Mr. McClemens for being our host and
Ron Pugh for his organization of the event. All picnic items were
either donated or purchased by the Board members.

President’s Report
Thurman will be at Friedens
Lutheran Church during Sunday School hour on July 29. He will do
a power point presentation.
He delivered the Growing
Greener II County Initiative pre-application to the Commissioners’ office
on July 2, 2007.
Thurman reported on a trespassing
problem at Adams #6. He contacted the state police after John found
the draw down pipe between the two settling ponds was broken near the gate
valve. Since then, he has erected additional no-trespassing signs,
and they have been vandalized.
Thurman cut grass and brush
around signs at Adams #6 and #7.

There was no reported activity
in the checking account since June 14, 2007. Thus, the amount in
the checking account stayed at $3,955.48. Jeff made motion to accept
the treasurer’s report and Ron seconded the motion. Motion passed.
Thurman’s expenses for the
last month were $92.48. Dennis made motion to accept and pay Thurman’s
expenses. Dave seconded the motion and the motion passed.
Report on Treatment Systems
Ron reported water is going
around the weir at Onstead. A discussion was held about repairing
the weir on the day of the annual general membership meeting. Ron
said there is no water by-passing the system.
Jeff and John will obtain
4 cubic yards of mushroom compost from Trent’s and deliver it to the Onstead
site prior to September 22.
John sampled at the Beeghly
and Ritter sites in June. This will be the last time he will sample
at these sites. We now have two years of monthly analytical data
and 3.5 years worth of flow data. He is working to get approval to
collect samples at 24 inch by-pass and the Costea discharge.
John collected the quarterly
monitoring samples from Adams #6 and #7 in June. He also flushed
both of the systems.
The by-pass flow at Adams
#6 was around 1.5 inches. There was no flow going over the emergency
spillway at #7 after the flushing. The flushing lowered the level
in the VFP by around two feet.
Old Business
A discussion was again on
held on possible fundraisers. John encourage the board members to
come to the August meeting with additional ideas.
Board members will attend
several festivals looking for ideas of where we could fit in.
New Business
The annual meeting and work
morning was tentatively scheduled for September 22, 2007.
John reported that Mark Ware
is doing research for placement of a recycling collection center in Friedens.
John said he thinks the WCWA should get involved and try to provide support
for this project. It would be great if a collection center was also
located in the Geiger/Listie area.
Thurman said the 9th Riverboat
Cruise in Pittsburgh will occur sometime in August or September.
Ron said he would like some
board members to help out with the Stoystown Lions Club tractor show during
the weekend of August 4th. He will make some contacts and let us
know.

President Korns called the
meeting to order.
President’s Report
Thurman gave power point
presentation at the Friedens Lutheran Church during Sunday School hour
on July 29. Approximately 20 to 25 people were in attendance.
The presentation was well received.
Thurman installed several
additional “No Trespassing Signs” at Adams #6. He used a digging
bar to dig holes to install the metal signs. He says the signs are
staying in-place, but someone had shot paint balls at the signs.
Thurman attended the Southern
Alleghenies RC&D Council meeting. He feels it may be a good practice
to submit grant proposals to them, so that they can review and provide
support.
The fall newsletter is ready
for delivery prior to general membership meeting. Labels, tape,
and stamps will be applied after the meeting.
The Growing Greener II County
Initiative Grant pre-application was passed on to PA DEP by the Commissioners’
office.
Thurman will attend Riverboat
Cruise in Pittsburgh on September 20. He will take the WCWA display.

last month and a half were $129.68. Dennis made motion to accept

Report on Treatment Systems
John is no longer sampling
at Beeghly and Ritter. The last time he sampled at those sites was
June 2007. We have gotten approval from the Stream Team to conduct
monthly sampling at a seep on Brian Costea’s property and the water flowing
through the 24 inch by-pass at Adams #6. John will do the sampling.
It appears we have a muskrat
problem at the Onstead treatment system. Bob Bastian will talk to
Jim Onstead regarding having the muskrats trapped out. Bob will also
check with Jim Onstead about trimming vegetation around the sign along
the road.
A discussion was held about
repairing the weir on the day of the annual general membership meeting.
Ron shall lower the water level in both the treatment cell and sedimentation
pond prior to work day.
Jeff and John will obtain
4 cubic yards of mushroom compost from Trent’s and deliver it to the Onstead
site prior to September 22. Jeff will check on getting some bentonite
clay to repair the weir at Onstead.
Old Business
Ron attended the Central
City Heritage Days. There is a lot of different foods and thus lots
of competition. He believes it would be very tough for us to do really
well at that festival. The Coleman Station Bluegrass Festival will
be held on September 14 and 15.
The board is planning on
having the Super Bowl Super Chicken BBQ. Ron said we should consider
doing another Chicken BBQ early in the Spring.
Several Board members helped
clean chicken amongst other things at the Stoystown Lions Club tractor
show during the weekend of August 4th. Ron helped out most of the
weekend, serving as Barry Baer’s left gonad.
New Business
The annual meeting and work
morning was tentatively scheduled for September 22, 2007. Board members
up for re-election are Bob Bastian, Ron Pugh, and John Pile.
Next Meeting: September
22, 2007, Annual General Membership Meeting at 12:00 pm at Bob Bastian
Farm. The meeting will be preceded by the annual workday at Onstead
Project at 8:00 am. We will be working on adding mushroom compost

The Wells Creek Watershed
Association held its annual workday and annual meeting of its membership
on September 22, 2007. The work detail began at 8:00 am at the Onstead
treatment system. A total of ten warm bodies showed up to do the
work of the Association. Those smiling faces belong to the following
names: Tom Hill, Phil Gardner, Rex Seese, Tanner Shaffer, Thurman Korns,
Bob Bastian, Jeff Shaffer, Ron Pugh, Dennis Aust, and John Pile.
Work completed was as follows: 1) four cubic yard of mushroom compost was
added to the treatment cell at the inlet where limestone had been exposed.;
2) the weir at the outlet was repaired; and 3) brush was trimmed around
the sign at the entrance.
Due to a lack of a quorum,
the meeting was held for the limited purpose of scheduling a second meeting
of the membership. According to the by-laws, 10% of the current membership
is required to create a quorum for the annual general membership meeting.
Currently, WCWA has 79 members who have paid dues for 2007. Therefore,
a total of eight current members were needed for the quorum.
Because only 7 members were
present and 8 were required to have a quorum, the members present decided
to adjourn the meeting and reschedule the annual general membership meeting
until November 8, 2007. The meeting will be held at Fitzie’s Pub
at 7:30 pm. Three board-of-directors will be elected at this meeting.
If the required 10% of the membership are not present for this meeting
date, the members present will constitute a quorum pursuant to 15 Pa. Cons.Stat.
section 5756 for the purpose of electing the required board members only.
No other business will be conducted at this meeting. |

President Korns called the
meeting to order.
President’s Report
WCWA did not have enough
members at annual general membership meeting for a quorum. Thus,
Attorney Aaron Pile was contacted regarding what action the Board should
take to fulfill its obligations. He advised the Board to advertise
the election of three Board members during a regular monthly meeting at
least 10 days prior to meeting date. A recently passed statute allows
for this type of proceeding. The Board members will be elected at
the November 8, 2007 meeting. The following Board members are up
for re-election: Bob Bastian, Ron Pugh, and John Pile.
Thurman attended the boat
cruise in Pittsburgh with the WCWA display. Once again Thurman brought
home the bacon with a $500 check. The display took first place in
the “Innovation” category.
Thurman also reported that
Malcolm Crittendon, PA DEP, Watershed Coordinator, does not feel our Growing
Greener II grant application will be awarded due to it not being a capital
improvement. John and Thurman said nothing was said at the pre-grant
application meeting about the projects having to be capital improvements
or implementation. We will wait to see what happens.
Thurman is looking into purchasing
testing equipment from Jim Moses. He believes we need some equipment
so we can check treatment systems, discharges, and streams as needed.
PNC Bank wanted to charge
$5 to cash a check because Thurman does not have an account at the bank.
The check was written on WCWA’s account with PNC Bank. Thurman is
going to investigate this situation and report later on his findings.

Treasurer’s Report
The amount in the checking
account as of October 11, 2007 was $3,426.50. Thurman’s expenses
for the month were $57.02. Bob made motion to accept the treasurer’s
report and Thurman’s expenses. Dave seconded the motion and it passed.
Report on Treatment Systems
The projects at the Onstead
Project went well. Ron and Thurman reported everything looks fine
and they have not identified any problems. The flow on October 11,
2007 was 15 gpm according to Ron. Ron will flush system in late October
or early November.
Adams #6 and #7 were flushed
at the end of September. A small amount of flow was coming through
the emergency spillway at Adams #7.
Quarterly samples were collected
at each of the treatment systems in September. The samples are taken
to Geochemical Testing in Somerset for analysis.
John will start sampling
at Costea and 24 inch by-pass in October. John and Jeff visited the
Costea site to check things out for the possibility of weir placement.
John will also collect monthly flows and water level in the observation
well at Adams #6.
Bob would like our attorney
to provide an opinion regarding liability at our treatment systems and
if the Good Samaritan Act will actually protect the Association from lawsuits.
Old Business
Thurman attended the annual
meeting for Pennsylvania Cleanways. He was told recycling in Somerset
County is an operation of Cambria County. He will attend the Somerset
Chapter of Pennsylvania Cleanways on October 18th.

President’s Report
President Korns reported
the WCWA grant proposal application to Baltimore Life was rejected.
Dominion grant application
is being prepared and will be submitted in the near future.
WPCAMR is sponsoring a conference
on operation, maintenance, and repair of passive treatment systems.
It is being held on November 16 at the Indiana Eat and Park. Thurman
is planning to attend.
Thurman and Bob attended
the Somerset County Watershed Summit sponsored by the Somerset County Conservation
District. The Shade Creek Watershed Association hosted this years
event. They gave a tour of a recently completed passive treatment
system and Allegheny Ozone provided a demonstration of their treatment
methods.
The Beulah Methodist Church
Women have asked Thurman to provide a presentation about WCWA at one of
their meetings this winter. Thurman is planning on taking care of
this matter.

Treasurer’s Report
Roger was not present, but
had forwarded information. The amount in the checking account as

Report on Treatment Systems
Ron reported flushing the
Onstead system on October 30. The flow was 30 gpm.
John sampled at Ritter and
Beeghly in October and will be doing so again in November.
Water levels at Adams #6
and #7 were elevated due to recent rains in comparison to September flows.
Everything was working appropriately. John adjusted small discharge
pipes to even flow at Adams #7.
Aaron reported the Josh Gibson
property was sold to a Cook for $25,000.00. The property consists
of 12.38 acres and adjoins the Beeghly property. The Gibson/Cook
property is more pristine than the Beeghly property, which has coal waste
piles and discharges upon it.
Old Business
The Board addressed the by-law
amendment to change the fiscal year from July 1 to June 30 to October 1
to September 30. A notice to amend the by-laws had previously been
sent to all board members at least
five days in advance of the
meeting. The resolution to amend the by-laws regarding fiscal year
is hereby incorporated by this reference. The resolution was passed
unanimously by the six board members present.
The chicken barbeque fund-raiser
was discussed. Jeff said he would contact Lynn Baer to schedule a
meeting.
New Business
John reported talking with
Bob Fitzgerald, Jr. about having the Marine Reserve Unit he is assigned
to participate in an activity assisting the WCWA. He said they could
help out on a steam clean-up or some sort of project. John suggested
that Thurman talk with Bobby.

President’s Report
Thurman informed the Board,
Malcolm Crittenden, PA DEP, Watershed Coordinator would like WCWA to alter
the Growing Greener II grant application for capital improvement such as
a repair. Thurman gave the grant application to John and he will
have to contact Malcolm to move forward.
The 2008 Dominion Grant application
has been submitted. Thurman talked to Ben Wright and found out 60
applications have been submitted and competition will be tough.
The League of Women Voters
Grant applications are due in April.
Western Pennsylvania Conservancy
is requesting WCWA to contribute money to help their cause. John
made motion to give $50.00 to Western Pennsylvania Conservancy and Dave
seconded. The motion passed.
Stoy Excavating sent WCWA
a Christmas card.
Outdoor Heritage is April
24 and 25, 2008 at the Quemahoning Dam at Summer’s Best Two Weeks.
Thurman will attend.
Thurman spent a day with
Brad Cole of CME Engineering looking for evidence of old deep mine workings.
This work is being done for the permitting of PBS’s Kimberly Run Deep Mine.
The weather was rainy and cold and nothing was determined.
The newsletter is complete
and ready for mailing. Thurman will work fold, stuff envelopes, and
applying mailing labels/stamps. He hopes to get them mailed before
the new year.
Thurman will attend the groundbreaking
ceremony for the construction of the Quemahoning pipeline at the Sipesville
firehall.

Report on Treatment Systems
Ron sampled at Onstead on
December 18. The flow was 225 gpm.
Quarterly samples were collected
by John at Adams #6 and #7 on December 18. The samples were collected
after recent rainstorms and snowmelt. The flow through the treatment
system at Adams #6 was around 200 gpm. It is estimated 2,500 gpm
was flowing through the 24 inch by-pass at the same time.
The flow at Adams #7 was
over 300 gpm. An unknown volume of water was flowing through the
emergency spillway and water was flowing in the ditch around the treatment
system.
John also collected samples
from Costea and Adams #6-24 inch by-pass on December 18.
The treatment system at Adams
#6 and #7 need to be flushed yet in the month of December.
Old Business
Ron reported we are on for
the Grilled Super Chicken on Super Bowl Sunday, which is February 3, 2008.
We will have 500 tickets printed and try to sell a maximum of 540 halves
of chicken. Dennis has offered to purchase up to 100 halves of chicken
above what we sell in tickets. We will need to clean the chicken
on Saturday February 2 before the grill day.
New Business
John suggested the idea of
having a fundraiser through the Hoss’s restaurant on Community night.
We will look into this more for the spring.
